MPE is a FCC estimate of the specific absorption rate (SAR) used as the standard for most of the new devices being manufactured today, however this particular device must (according to FCC rules) be tested using a fluid that has similar radiant heating characteristics to human tissue and meet a degrees centigrade per kilogram standard which is vastly more expensive to test. This software however is a very good estimate of SAR and is often used to tweak the transceiver's power and antenna configurations so it can shorten the manufacturing development process meeting at least a 40-50% of MPE is usually a safe bet for MPE compliance. The hole in the center of this chart and graphs dictate the need for further SAR testing.
